can you put the modded civilization pack back up it says its disabled and i got a new computer so i cant download it

i was asking who the server owner was because its without structure. no commands, no spawn (no seeds are spawning either so were all dyng of hunger) we cant set homes without a bed because when we die we go back to the original spawn
