Did a bit of configging:
Veinminer can now veinmine any one thing at a time with anything (The Osmium Tools were not Veinmining, and I decided this was easiest)
Veinminer now has a limit of 32 blocks radius and a total block mining limit of 131072. This was raised from 16 and 1000 respectively.
I have fixed up the hqm quests, so they should all now work.
The quest 'Railcraft!' now has something to quest for.

Done some minor config changing
Added a full questline for hqm as well as some new redoable ones, making Sky Stone (and therefore the ME Controller) aquireable again without cheating.
World Gen should not change until Version 1.1.0, which is some way off.

Config Changes:
Creepers no longer destroy blocks. (yay)
AE2 Grinder disabled (use Mekanism Crusher)
AE2 Meteorites disabled (get from hqm quests)
Big Reactors make more power (POWER!!!!!)
Big Reactors and Turbines can be much much bigger (That's no small moon!)
Players and mobs do not drop their heads ever, except for the Wither Skeleton (I'm aHead of the game!)
Wither Skeleton head drop chance increaced to 25% (Wither, or without 'er)
Max level on anvil is now 150 (How much XP is that?)
QED is disabled, now normal crafting recipes (Quod Erat Demonstrandum)
Unstable Ingots no longer explode (BOOM!!!!!)
Soul Drain resets on death (My soul is restored)
Zombies no longer summon (I have been summoned!)
Baby zombies now spawn with only a 1% chance (He's... So... Fast!!!)
Mekanism Machines are 10x more power efficient (but PressurizedReactionBaseUsage is only 5x)
