Sorry for the bit of delay on getting back to you. I always appreciate feedback - to answer your question I believe you are referring to the Hypixel PvP modpack and while I understand your confusion, it is a toggle sprint. You can toggle it using the key 'R' and you can change it in the controls menu.
The mod that governs this is 'Oranges Simple Mod' developed by OrangeMarshall, an admin of the Hypixel Server.
You can disable the Simple Sprint from being enabled when you open a new run in /simpleconfig.
