Create a new Zip file. In the zip file should be two folders. One called "bin" and one called "mods". Now download the "universal" version of Forge for the MC Version your pack should be based on. rename it to "modpack.jar" and put it into the "bin" folder. Now download all the Mods and put them in the "mods" folder. After that rename the Zip to "modpack.zip" and upload it to a host like "Copy.com". After that u've uploaded it you share the zip file on copy.com to get the download link. then put it into your modpacks settings and voila. It is a modpack!
