i can't use the mod pack it says cannot create the java virtual machine

This is normally an issue with the amount of memory the launcher has dedicated to the game, when in the launcher, click the gear icon (top right) and reduce the memory set. ( http://forums.technicpack.net/topic/54944-fixing-could-not-create-java-virtual-machine/ )
